First Official Meeting of Rice Value Chain Actors in Sotr Nikum District

The first official meeting of rice value chain actors was held in Sotr Nikum District, Siem Reap, on 23 September 2026, with support from PCRL-MAFF/FAO. The meeting brought together 70 rice value chain actors and was facilitated by Dr. Yang Saing Koma, Secretary of State of MAFF and chair of the PCRL project steering committee.

The meeting focused on strengthening partnerships, coordination, and service delivery among rice producers, collectors, harvesters, drone service providers, input suppliers, traders, and rice millers, with the aim of building a more integrated, efficient, and market-oriented rice value chain.

2026 Pilot One-Stop Service:

For the 2026 planting season, the pilot one-stop service will focus on Phka Rumduol (PRD) rice. Participating farmers will be expected to:

  • Produce pesticide-free rice;
  • Use organic fertilizer to improve soil health and wood vinegar to protect and stimulate crops; and
  • Maintain farm-level traceability.

Farmers will receive coordinated access to smart inputs, harvesting services, collection, procurement, and timely payment through the one-stop service approach.

Expected Benefits:

The partnership aims to increase farmers’ income through:

  • Higher yields and improved rice quality;
  • Lower production costs; and
  • Better prices and more reliable market access.

At the same time, rice millers and exporters will gain access to higher-quality and traceable rice that can better meet international market requirements.

Roles of Key Partners:

The Sotr Nikum PRD pilot will provide coordinated services through a one-stop service approach:

  • Pisak Agri – coordinate the overall one-stop service and value-chain partnership;
  • Nhek Sarin Rice Mill – procure PRD paddy from participating farmers;
  • Commune Agriculture Officers (CAOs) – select and support participating farmers, including compliance with quality standards and traceability requirements;
  • Penta Angkor – supply biochar-based organic fertilizer and wood vinegar;
  • Kubota and private service providers – provide harvesting services; and
  • Drone service providers – provide wood vinegar and foliar fertilizer application services.

CAOs and PCRL will play an important role in facilitating and coordinating these business partnerships at the local level.

Practical Value of the Pilot:

The pilot provides a practical model for connecting farmers with inputs, agricultural services, harvesting, procurement, and markets through coordinated local partnerships. It also promotes higher-quality, traceable, and more sustainable rice production, while creating a foundation for scaling up the one-stop service model to other rice-producing areas.
